A guide from Valleypine Credit in Frankfort, Kentucky to the Kentucky ABC license process as the state and Franklin County describe it online. License law is for counsel; confirm every step with the ABC and the local administrator.
Kentucky ABC License Types: What a Franklin County, KY Restaurant or Package Store Asks First
Kentucky licenses differ by what is sold and how: by the drink in a restaurant or bar, by the package in a store, beer or wine only or distilled spirits too. A restaurant adding a bar program and a store adding beer or wine ask different questions, and the license type sets fees, hours and what the premises must have.
Beer, wine and liquor stores counted 12 employer establishments in Franklin County, KY in 2023, and bars 7 (County Business Patterns).
For funding, the license type matters in a practical way: a restaurant that sells by the drink needs a bar build-out and coolers, while a package store needs shelving, walk-in coolers and stock, and each of those purchases fits a different funding type.
Online Only: The ABC eServices Portal and the Franklin County, KY Review
The ABC's licensing page says all applications may be filed electronically through eServices, reached through the ABC online portal, where applicants log in or register, renew, and submit requests for a licensed business. Applications not filed online are mailed to the department at 500 Mero Street in Frankfort.
Franklin County's alcoholic beverage control page adds that paper applications are no longer accepted, that once the state approves an online application it is routed to the county for review, and that there is no separate application for local approval. The Franklin County Judge-Executive serves as the county ABC administrator.
Before logging in, have the business entity details, the premises address and lease or deed, the owners and their information, and a floor plan if the premises is new; the eServices user guide on the ABC site walks through the screens.
Kentucky ABC License Renewal: Where It Fits in a Funding File
Renewals go through the same eServices portal. For a funding request, a current license matters because a restaurant or store whose license lapses can lose a large share of its sales, and a partner may ask for a copy of the license and its expiration date. Keep the renewal date on the same calendar as loan reporting dates.
Franklin County also requires every business to open and keep a county business license, with a $40 initial processing fee, according to its ABC page; that license is separate from the alcohol license.
Calendar the renewal well ahead of the expiration date, so a missed renewal never interrupts the sales a loan payment depends on.
Kentucky ABC License Lookup Before a Franklin County, KY Owner Buys a Licensed Bar
The ABC license lookup lists active alcohol and tobacco, nicotine or vapor product licensees in Kentucky. A buyer looking at a bar or a restaurant with a license should check it there before signing, and ask how the license would move to the new owner.
A term loan for the purchase may be conditioned on the license being in place at closing.
Licenses for a business being sold can be the slowest piece of a closing, so ask about timing early and build it into the purchase agreement.
Kentucky ABC License Application: Records a Restaurant Keeps for a Lender
- A copy of the current ABC license and the county license.
- Monthly sales split between food and beverage, from the register system.
- Any compliance notices and how they were resolved.
- Server training records for staff selling or serving alcohol.
- Quotes for the bar build-out or coolers the funding would pay for.
Keep these with the bank statements and tax returns a partner may request. Restaurant loans covers kitchen and bar purchases.
Server Training in a New Hire's First 45 Days in Franklin County, KY
Franklin County requires everyone employed selling and serving alcohol at a licensed business to complete an approved responsible beverage service training program no later than 45 days after hiring, and to recertify every three years, according to the county's ABC page. Proof is a completion certificate or a training affidavit.
For a temporary event, the county asks for special temporary license applications at least ten days before the event. A food trailer pouring at a festival should plan around that date; the food trailer article covers the trailer.
Training records are worth keeping in one folder with each employee's hire date, since the 45-day count starts at hiring and the three-year recertification follows each person.
